[NOTEPAD] Japanese ReactOS cannot open Japanese text files correctly

      JapaneseText (SJIS).txt
      JapaneseText-cant-open.png
      This issue is not relevant to fonts because Japanese text didn't displayed correctly even if Japanese font is choosed.

      I think this is a bug of MultiByteToWideChar(CP_UTF8, MB_ERR_INVALID_CHARS, ...).
