Regression, Screensaver does not get automatically invoked when the timer runs out

0.4.13-RC-29-g3a1c14f gcc dbg win (jimtabor confirmed the existance of the bug also in 0.4.14-dev master)

-Configure screensaver "Logon" (the non-OpenGL one for simplicity) in desk.cpl
-Set the timer to one minute and click Apply

Expected result
Screensaver should get invoked when the timer runs out

Observed result
Nothing happens when the timer runs out, the screensaver is not invoked.
Sidenote: It does not even work in case the OS was rebooted after that configuration
