comctl32 listview does not update the topmost row upon scrolling, observable in rapps

    Description

      Reproduction steps

      • open rapps and scroll using the scrollwheel or the scrolldrag-slider

      Expected result
      Everything is scrolled, including the topmost line of the listview

      Observed result
      the top row does not scroll erroneously

      Nothing is logged in that scenario,
      I would guess comctl32 being guilty here?
