A certain INF doesn't install

    Description

      The attached INF doesn't install in 0.4.14-dev-792-g9a29fc1. The only error that shows in the debug output when I try to install it via Device Manager by updating a device is:

      (dll\cpl\desk\classinst.c:199) RegCreateKeyEx() failed
