SetupAPI partial sync to Wine 8.15

    Description

      This Epic is to track what needs to be retested / reverified in setupapi after the partial sync to Wine 8.15 I'm doing as part of my 1st-stage GUI setup work.

      Also, to cite CORE-7662,

      SetupAPI is one of those wine components we don't share completely because of architectural differences, etc etc.

      which explains why I'm doing only a partial sync.
