TAP network driver PnP problem "Instance 0000 already exists!"

    Description

      When installing virtual network interface, it should work without rebooting the system but the load fails when the drivers where just installed.

      (base/services/umpnpmgr/umpnpmgr.c:1556) Instance 0000 already exists!
      		 
      (ntoskrnl/se/semgr.c:629) HACK: Should deny access for caller: granted 0x0, desired 0x100000 (generic mapping B09080B0).
      		 
      (ntoskrnl/se/semgr.c:629) HACK: Should deny access for caller: granted 0x100089, desired 0x10019b (generic mapping 809728E0).
      		 
      (dll/win32/netcfgx/netcfgx.c:313) NtLoadDriver(TCPIP) failed with NTSTATUS 0xc000010e

      This occure when installing TAP interface or Tortilla, like attached screenshot

      Don't exactly know if the problem is on newdev module or plug'n'play module.
