[WIN32SS] Scrolling with the mouse-wheel within a putty console Window (or dragging any window in ros above another), makes the min/max/close buttons flash horribly

    Description

      PuTTY-API-Monitor-Log-Win10.txt operate ros with classic theme.
      open a putty console window (e.g. just open a raw connection to ftp.heise.de port21 and start scrolling with the mouse wheel)
      The buttons in titlebar do flicker upon redrawing, while in fact there is abolutely no reason for them to be redrawn.

      Sidenote
      The issue effectively affects all applications run on ros.
      E.g: You can just drag any Window above another in circles. It will make the backgrounds windows titlebar and its min/max/close buttons flash horribly.

      Ros logs nothing in this scenario. VBox4.3.12 + VBEMP.

      Expected result
      Windows XP/2k3sp2 do not show this effect when being run in same virtualization.

      The bug is immediately "fixed" as soon as we perform Win32Ksys-Frankensteining.
