EXPLORER doesnt auto-update TIME

    Description

      Hi,

      I find BUG in EXPLORER/SHELL32, when we manually change time, to see its changed on taskbar we must manually restart explorer. See on movie

      tested with:

      reactos-bootcd-0.4.14-dev-1338-g0d187f7-x86-gcc-lin-dbg.iso

      VritualBox 6.1.4
