My Documents Fails to Respond to Taskbar Clicks After Delay

I have included the "Instructions to Reproduce" here Instructions_to_Reproduce.txtsince is it complicated. Basically the Explorer showing "My Documents" windows stops responding to taskbar clicks that should minimize and restore it after a period of not being clicked. This is a classic example of something that worked before and it stopped working for no reason. I attached a video and debug listing as well. Nothing is logged when the taskbar clicks are ignored. Hopefully the video is fairly self-explanatory. This was made from an ISO that I downloaded from the website reactos-bootcd-0.4.14-dev-1374-g2a32094-x86-gcc-lin-dbg.iso. As far as I know it is not a regression. I have seen this back to R76032 at least. The taskswnd_debug.patchmight be helpful. It sends every taskbar button click to the debug log when things work, but nothing is sent when things fail.
