In both WinXP and W2K3SP3 when you open the "Run" box and enter "iexplore" and then hit "OK" or <enter> "Windows Internet Explorer" opens. This was the case in ReactOS for "Wine Internet Explorer" back before reactos-bootcd-0.4.10-dev-419-gbfcbda2-x86-gcc-lin-dbg as well, but after this commit by Katayama Hirofumi MZ that improved the "Run" dialog, this has failed.
