Systray icons tooltips can jump from one icon to another

In my example video the tooltip of keyb.exe jumps to the icon of the stobject power-icon erroneously.

Reproduction steps
-check that all tooltips are placed correctly. That is the case after system startup
-now open the power properties and hide the powermeter icon
-restore the power meter icon
now keyb.exe has no tooltip anymore, but the tooltip that was formerly placed on keyb.exe "german" is now erroneously placed on the power-meter-icon

The log shows nothing when that happens.
