ReactOS installs unbootable FAT16 boot sector with PnP storage stack

    Description

      reactos-bootcd-0.4.15-dev-1485-gbb01b94-x86-gcc-lin-dbg

      After successful stage 1 setup, we're getting a fat16 VBR error message:

      Disk Error

      This seem to come from disk reading routine (Int 13h, AH=42h).
      My guess would be that the wrong BootDrive number is put into VBR (this needs to be verified)
