Sync msi to wine 6.3

    Description

      In order to get the fix from https://source.winehq.org/git/wine.git/commit/e830975806df9ef283c89f7153b06b145dfb2cec we will have to sync to the next wine version, which will be 6.3.

      I don't consider cherry-picking as an option, as our version of msi is way too old anyway.
