Add MSVC ARM64 build for applications at our GitHub CI

    Description

      Similar to CORE-17517, but this one involves modification of CMake scripts.

      Add a new CI to our GitHub that will compile user-mode applications module for 64-bit ARM architecture with MSVC compiler. A student can begin with compiling a single app like RAPPS, then extending it to the whole module.

      It would be a good step for beginning ARM64 port.
