Host tools should be built for host architecture, not target architecture

    Description

      As noticed on CORE-17517,
      WITH_HOST_TOOLS support was removed in 0.4.15-dev-1178-gbbe47e6 by zefklop,
      yet, https://reactos.org/wiki/ARM_Port, for example, still relies on it.

      Please, either restore the feature or update the wiki to new steps.
