Desk.cpl clicking the Appearance-tab for the first time consumes a lot of time

    Description

      A performance ticket.
      open Desk.cpl and click the Appearance-tab.
      Clicking it for the first time consumes a lot of time and much longer than MS desk.cpl
      when clicking it for the 2nd time, it is much faster already.

      Absolutely nothing gets logged while that time is consumed. Therefore I omitted the log.

      The task is to make it fast also on first click.
