[x64] VLC 3.0.16 (64 bits) msi fails in the Setup.

Description of the issue:
Trying to install VLC 64 bits, the machine splash errors in the installation procedure, that are not completely splashed in the window (The p). After the installation, if you try to open VLC, the machine have a 0x0000001a error.
