[x64] MSI regression. VLC or Calibre setups are not responding.

      Software tested: VLC 0.3.16 msi installer: 64 bits

      Intermediate versions that the GUI is not hanged, the loading bar fulls but is not finishing the installation:

      Description of the bug: ReactOS x64 was able to use the MSI setup of Calibre 2.0.0 (the one available in rapps-db) in compat. mode and the VLC 3.0.16 setup (that one without compat mode). Now, the msi are hanging when it's starting the process of installing it, like not responding. The os can continue the activity, but the installer remains frozen. The things are rendering over the installer.

      I will complete the ticket in few minutes.
