not guilty in the meaning of 'wrong', but unhidden by 0.4.15-dev-4040-gfd8b07b https://github.com/reactos/reactos/commit/fd8b07bdfc7ad58023d95e6d99ad1ddf0174db47

Intermediate versions that the GUI is not hanged, the loading bar fulls but is not finishing the installation:
From:

(the setup ended prematurelly)
From:
reactos-bootcd-0.4.15-dev-4035-g82decec-x64-msvc-win-dbg
to
reactos-bootcd-0.4.15-dev-4039-g426052d-x64-msvc-win-dbg
(the loading bar takes forever)
First version that the loading bar is not working and the msi gui graphically hangs:
reactos-bootcd-0.4.15-dev-4040-gfd8b07b-x64-msvc-win-dbg

Description of the bug: ReactOS x64 was able to use the MSI setup of Calibre 2.0.0 (the one available in rapps-db) in compat. mode and the VLC 3.0.16 setup (that one without compat mode). Now, the msi are hanging when it's starting the process of installing it, like not responding. The os can continue the activity, but the installer remains frozen. The things are rendering over the installer.
I will complete the ticket in few minutes.
