Make the cpl applets have a taskbar pane, like in Windows 7

    Description

      Some years ago we had a voting to make the cpl applets have a taskbar pane
      like it is implemented in Windows 7

      Contrary on Windows XP and Windows 2k3sp2, they do usually not have a taskbar pane yet, which makes the interaction with them much harder, for example if they are hidden in background behind a larger Application Window of some third party app.

      I do remember exactly that we had a voting back then and that majority agreed to make this Win7 like one day. Unfortunately I can't find that anymore.
