Changing keyboard language doesn't work

      Using : reactos-bootcd-0.4.15-dev-4972-g0c324e3-x86-gcc-lin-dbg

      Comment : The OS still sees my typing as if it was in an english keyboard even after changing the default layout to latin american, deleting the english layout, and restarting the OS.
