OSK does not move window properly on Windows

      reactos-bootcd-0.4.15-dev-5186-gbbef618-x86-gcc-lin-dbg

      In Windows XP and 2003, osk.exe from ReactOS does not move on mouse move when the window is inactive. The movement happens only on mouse release (mouse button up) event.
