CMD Don't redraw scrollbar if scrollbar is hidden

    Description

      observable in cmd when pressing enter 30times

      see https://github.com/reactos/reactos/pull/4849 for repro steps and a fix proposal

      I just need something to "glue" the scrollbar label onto. Therefore the JIRA ticket.
