SHELL32: Menu item ID management is rotten

    Description

      Menu item id management in IContextMenu::QueryContextMenu is wrong in merging menus in shell32. So the Explorer's background menu action won't work correctly.

      We have to consider the id range that is derived from the idCmdFirst and the idCmdLast correctly (for inclusive or exclusive range boundary).
