Installing bootcd for finnish fi-FI & lithuanian lt-LT does lead to an empty startmenu

I do report that against 0.4.15-dev-5865-g640e228.

lt-LT_affected_as_well.png lithuanian lt-LT is affected as well

Once the startmenu gets populated, the ticket may be resolved.

Sidenote
Most likely some path somewhere is defined wrong or in a way that is not in sync.
The localization seems to aim to use the default folders names "ReactOS" "Program Files" and "Documents and Settings" though.
Also "Administrator" seems to be aimed to be unlocalized.
