Skip downloading RAPPS packages when invoked from Add/Remove Programs

There is an error message for the package manager when clicking on Add/Remove programs that is irritating. The error happens if internet access is disabled. I disable internet access when testing or using ReactOS in a virtual machine. I wish that ReactOS did not attempt to access the internet unless clicking on the package manager section of the dialog. I'd think that internet access is not needed for the clicking on the items circled in red.
