Regression, ReactOS LiveCD can no longer boot with 49MB RAM

I retested ReactOS-0.4.15-2-x86-live.iso GCC8.4.0 built on carrier-releaser2024.

I configured my VBox4.3.12 VM to expose just 49MB to the VM which is very limited.
(USB emulation was turned off, as always on my side)

Expected result
0.4.14-release-123-gcc9c2ba does boot to desktop like that, both in LiveCD and even in bootCD, which is even more challenging

Observed result
ReactOS-0.4.15-2-x86-live.iso fails very early in the bootup stage with

The only thing that is logged then is:

(../boot/freeldr/freeldr/lib/mm/mm.c:63) err: Memory allocation failed in MmAllocateMemory(). Not enough free memory to allocate 2478080 bytes.
