DevMgr: Menu item disappears after "Check hardware changes"

• Open Device Manager
• Right click on Computer, shows 2 menu actions (Check hardware changes, Add hardware)
  
• Click on "Check hardware changes"
• Right click on "Computer"
• Only 1 action is now displayed (Check hardware changes)

• Expected result: Add hardware to be listed too.
