[comctl32] Tooltips: missing outline

      reactos-bootcd-0.4.16-dev-927-g467dec4-x86-gcc-lin-dbg

      • Tooltip is missing its outline, which is expected to be of the same color as the text

      • This is even more visible when "non black" text color is set
