"Empty Recycle Bin" does not update Recycle Bin folder contents

    Description

      Steps to reproduce:
      1. Right click on desktop and select "New | Text Document".
      2. When the new document appears hit "Enter" to accept the default name.
      3. Now we have a "New Text Document.txt" on the desktop.
      4. On the desktop Double click on the Recycle Bin icon to open its folder.
      5. Drag the Recycle Bin folder until you can see the new file and the Recycle Bin.
      6. Now drag the new text document into the Recycle Bin on the desktop.
      7. Click on "Yes" in the "Confirm File Deletion" dialog box.
      8. You will see the deleted document appear in the Recycle Bin folder.
      9. On the Recycle Bin Folder select "File | Empty Recycle Bin".
      10. Click on "Yes" in the "Empty Recycle Bin" dialog box.
      11. Note that the file is still shown but hitting F5 will cause it to disappear.
      12. It is expected that the folder would be updated with having to hit F5.
