After commit of 5e998de cannot build ReactOS in itself

    Description

      Commit https://github.com/reactos/reactos/commit/5e998de2 exposed a problem.
      whindsaks noticed that he was no longer able to build ReactOS on ReactOS.
      He attempted to use "ninja rapps" and got a hang on step #22/454.
      After regression testing this it was found to be caused by the commit referenced above.

      The build hangs with "m4.exe" using 100% of the CPU as you can see here:
