PDF creator 1.6.1 setup doesn't setup PDFArchitect even if enabled

      Selfnote: This ticket is a new bug that I noticed while testing CORE-19134.
      Context:
      ReactOS version: reactos-bootcd-0.4.17-dev-694-g606b2e9-x86
      Arch: x86 (GCC or MSVC doesn't have any difference, I will test under MSVC)

      Description:
      While I was testing the CORE-19134, I noticed that the PDFArchitect is not being installed by the setup. It's configured to be installed by default, and it's weird the system to not do it. Windows XP installs it, as it should. It's the second failure that suffers the setup itself, so... I can't tell much more. Maybe enabling the debug lines in both in the OS and the setup, and having the debug version of the setup (decompilation or compilated by myself), we can investigate ir more carefully.
      I noticed that trying a second setup (with the automated uninstalling of the previous version) it does a setup, but seems faulty in terms of execution services.

      Common install behavior: The setup should install PDFArchitect. And the PDFArchitect.exe plus HelperService.exe and ConversionService should execute without hanging fatally.
