PDF creator 1.6.1 setup doesn't create the PDFCreator default printer

Description:
While I was testing the CORE-19134 last patch is applied over master, the Setup is still unable to create a new printer, not sure if it ignores the parameters of the Setup or simply it has a different way to set it up than the software installed itself. The printer should be called "PDFCreator". It's not the only thing failing, another CORE-20749 will talk about that.
