^c and ^break don't stop a dir listing in cmd shell

    Description

      38296 boot debug.
      it is possible that this bug applies to all types of output in the cmd shell.
      1. start a cmd shell
      2. dir
      3. ctrl-c in the middle of the listing.

      should stop immediately but doesn't. ctrl-break doesn't work either.
      in fact, the ^c actually is read as a bad command.
