Simple proagram compiled with msvc 2008 doesn't run (manifests unhandled)

I downloaded Visual Studio 2008 runtime and tried to run an simple win32 app that uses it but it failed to find the runtime libraries.

This app was created by the wizard in visual c++ 2008 and compiled a release version with it. The runtime libraries exist in the winsxs but reactos can't load them.
