    Description

      ReactOS cannot find DLL in the directory which contains EXE file.

      It can be observed when launching Iron browser (CORE-3644), but also happens with other software.

      Debug output:

      (dll/ntdll/ldr/utils.c:2076) Failed to create or open dll section of 'iron.dll' (Status c0000135)
