Mouse wheel doesn't work

      Description

      Tested in real hardware, I've tried two different serial wheel mice (one optical and one with the ball), they work, wheel works as a button but I can't scroll with it. Both are Logitech, models are: M-S69 and M-SBF96.
      Computer: IBM PC 6563-42G, http://www-307.ibm.com/pc/support/site.wss/quickPath.do?quickPathEntry=656342G
