explorer: Tab stops don't work

there is a minor keyboard bug
that you cannot "tab over" to:
textboxes,
check boxes,
spin buttons etc
so if you dont have a mouse you cannot use the interface
steps to reproduce:
start reactos
open a simple window with a textbox
try to enter text into it without a mouse
