devmgmt: device manager shows devices that are not connected anymore

    Description

      Rev 51602.
      When you install ReactOS in VirtualBox, then you boot from that Virtual HD in QEMU, you see two VGA cards through the device manager. This doesn't seem to happen if you do in the opposite order.

      Still happening on 0.4.15-dev-2344-g8ddbfde.
