Keyboard LEDs state is not detected when starting ReactOS

    Description

      Tested in vbox 4.1.4.
      The numbers in numpad only works when the Num Lock is turned from on to off after booting.
      Initial regression range: r54005 (works) - r54018 (bug exists)
