Remove "U" update option if there is not a registry

On first step setup, the option "R" must be not displayed if there is not a volid registry

on NT5 the setup check for the boot.ini ..read the location and the name for the main windows folder ( es: partition 1 disk 0 Windows )
then... checks for the presences of the registry on "\windows\system32\config"
all the 4 registry files...

.. on ROS (for now) can be maded a simple check for the presence of the "freeldr.ini"

if there is not this file.. just hide the "U" option.
