kernel32: CamStudio2: setup can not find temp folder

CamStudio 2.0 OSS setup runs and installs properly on ReactOS revisions up to r54333.

Starting with revision 54334 the setup fails to start with the error: "Cannot open directory c:\docume~1\admini~1\locals~1\temp"

CamStudio 2.0 is a utility for making videos of a Windows desktop that I came across recently. Although it is designed for XP, surprisingly version 2.0 works exceptionally well under Windows 95 and even NT 3.51! The application has other problems running under ReactOS (can not create the AVI file) but as of r54334 it can no longer be installed at all.
