win32k: Photoshop/Simcity2000 floating tool windows do not stay on top of the main window.

Tested several versions of Adobe Photoshop as well as SimCity 2000 using bootcd-57044-dbgwin.7z and other recent versions in VirtualBox.

In all tested versions of Photoshop, as well as SimCity 2000, and some other applications, floating tool windows fail to stay on top of the main window. This used to work fine a long time ago.

Regression testing shows:
48981 - works
48982 - fails

Revision 48982 is: [win32k] - Reduce duplicated code in co_UserCreateWindowEx, co_IntSetParent and co_WinPosSetWindowPos - based on wine
