kernel32: MultiByteToWideChar CP_UTF8 fails

    Description

      MultiByteToWideChar with CP_UTF8 fails in IntMultiByteToWideCharUTF8 if Flags are anything but 0, even MB_ERR_INVALID_CHARS.

      This makes a native Win32 port of iconv fail, making at least winetest msxml3 domdoc tests (but more likely everything in that area using UTF8) fail.

      Patch attached to testbot to see if it can be safely applied without affecting anything other negatively.
