dxdiag: CreateDialogParamW bug

    Description

      When creating a dialog with CreateDialogParamW, a parent window handle needs to be provided. However, when the parent window handle is a child control, the displaying of the dialog causes drawing issues. This can be observed in dxdiag with the attached patch
