ICU library was deleted

Apparently, an intifada was declared on vista APIs, understandable as reactos emulates win2k3(at least in kmode).
KJK spent a lot of time getting this library working (http://site.icu-project.org/) but unfortunatly only implemented vista apis with it. So after the intifada, this and other support code was deleted. the ICU library could probably meet and surpass all the requirements of the unicode support code we have inherited from wine(which was the intention), but this would involve a lot of effort and would not be too much fun... so thats the situation. If anyone ever wants to implement vista locale APIs in kernel32.dll, normaliz.dll, idnl.dll and possibly others just bring back this revision and uncomment them.
