Restore Wine sync in shell headers and idl files

Shell rework requires various header changes, including Wine-synced headers. These changes should be pushed upstream wherever feasible.
However while shell work is ongoing, these changes will pile up quickly, and waiting on Wine feedback would significantly slow progress. The sync should be restored once shell work is mostly done.
