Toolbar in explorer_new cabinet window is mostly unimplemented

The cabinet window of browseui was developed in windows xp and hence it is shown properly on xp. However most of its buttons don't do anything at the moment. In reactos we also lack the resouce icons needed to show it properly. If we add resource bitmap id 214 to shell32, the toolbar will be displayed properly on reactos as well
