Add a way to selectively distinguish ReactOS versions from Windows versions using API and standard files

Some applications are relying on proprietary technologies on Windows, some of which are impossible to implement on ReactOS due to various reasons, however ReactOS lacks most of them. Please add an API way to distinguish ReactOS from MS Windows without breaking compatibility for existing applications, so applications can use needed workarounds on ReactOS where needed and vice versa.
