Implement crash triage and automatic reporting functionally

Today many softwares implement systems that automatically log and create reports whenever an application error is encountered, Windows(R) being among them. These facility greatly improves the quality of bug reports allowing automatic logging of key system states to aid in debugging.

In this task I hope to make this feature a reality in ReactOS, by utilizing already existing libraries that use own system routines(dbghelp) to create stack traces and capture debug log information and report it back to reactos bug tracker.

This would be a part of the faultrep.dll library added in Windows XP/2003.
